Think of it more like a document than a web page. File size of each pages can go only up to 20kb (including the graphics). In short, make sure it is LEGAL. If you have existing tutorials let me have a look at them. Each page of the tutorial has to be AT LEAST 5kb in size and at most 10kb in size of PURE TEXT.
